it will give you two codes:
1. Flash.
2. Unlock Code.
note down these two codes...
now goto this link & download software:-

now insert your datacard & wait its idea net setter application to execute now close this application
# keep in mind that this application must be closed even from minimised taskbar..


now run:- huawei_firmware_E1550_StarHub_Update_11.608.13.02.00.B418
it will ask for flash code ,now enter the previous noted code , press next


it will give the message that:-
Firmware succefully updated


now change the sim card of net setter.
& run the idea netsetter program.. 
Now it will ask unlock code So Enter That:
* unlock code*
&&&&&&&&&....... now it will accept  your sim card...


& most important thing &....

firstly..
control panel->phone & modem->put the area code and press ok
->then click  modem tab ->select ur modem & click on properties->
here new window will be open->there select "Advance" tab.
....
in this text box add Extra initialization command :-AT+CGDCONT=1,"IP"," apn of operator"
